Yeah, the difference between the AD-81P and the AD-81P2 was the non rusting plastic chassis. The 3 is probably slightly more refined at filtering out counterfeit coins.

what's the correct way of removing the chassis from the crt frame? The chassis is held on to the frame with a screw from underneath, with that removed the plastic tray should unclip. The PAL looks a bit suspect and the C board may not be original. Other than that it looks like a de suicided legit board.

It's basically shelf fodder. Neither the screen or the controls look great. You can plug external controllers and have HDMI video out but that entirely misses the point of it.

Dump the two EPROMs and check them against the Japanese doapp MAME set. If they are different burn two 27C080s from the MAME set and see what happens. If they match it could be the motherboard BIOS setting the region.
