The hardware is cheap - domestic grade. They cut corners using a board with ok onboard gpu at the time, but heating is a big problem. His boot problem was done to poor cf cards, some cf cards do not boot properly when they have more than 1 partition.

Do a loop cable from pin 1 to pin 3 on the 60pin connector, otherwise inputs will not work.

Roms will be fine, your rom board is the issue.
Swapping roms from this to another step2 rom board will fix it.
You can swap a so called bad rom on your good rom board and you'll see its fine.
Common issue these days.
